Position : Monitoring and Evaluation Specialist

Introduction
The Government of Zimbabwe has received funding for the Zimbabwe Health Sector Development Support Project (HSDSP) funded by World Bank-Global Financing Facility under the Result Based Financing (RBF) programme through an Additional Financing V. The objective of the programmes to sustain coverage and improve the quality of an integrated package of Reproductive Maternal Newborn Child Adolescent Health and Nutrition (RMNCAH-N ) services, as well as strengthen COVID-19 response and institutional capacity to manage performance-based contracts consistent with the Recipients’ ongoing health initiatives. CORDAID is the Programme Implementing Entity. Through the COVID-19 component of HSDSP AFV, support is being currently provided to the Government’s COVID19 emergency responses.
To complement the support given through HSDSP AFV for the National COVID-19 response, the World Bank has availed a grant through the Health Emergency Preparedness and Response Trust Fund (HEPRTF) and Energy Sector Management Assistance Program (ESMAP) to fund the Zimbabwe COVID-19 Emergency Response Project (ZCERP) to further improve the capacity of the health sector in Zimbabwe to better respond and mitigate the impact of a possible fourth wave of COVID-19 and other subsequent waves on the population of Zimbabwe. The HSDSP AFV project currently has a Data Analyst who is responsible for extraction of data, development of graphs, reports, regularly updates of the project’s results framework, and other data management aspects. The Data Analyst also verifies the quality of RBF subsidies invoices due for payment and gives proper feedback to the Provincial RBF Officers. Currently the project does not have a dedicated monitoring and evaluation specialist to help in monitoring implementation of the project plans, and milestones. Given the additional data requirements for ZCERP, and the need for efficiently monitoring the two projects, the project seeks to engage a Monitoring and Evaluation Specialist to support the monitoring and evaluation aspects of both HSDSP AF V and ZCERP.
Purpose of the position:
The Monitoring and Evaluation (M&E) Specialist will form part of the Project team for the Zimbabwe HSDSP as well as the ZCERP managed by Cordaid. The prospective candidate will manage monitoring and evaluation aspects under the two Projects.
Reporting Structure and Supervision Responsibility
The M&E Specialist is expected to work closely with the Data Analyst and report to the Team Leader.
Key Responsibilities and Accountabilities
• Support the development of M&E plan to effectively report on results framework for the HSDSP and ZCERP
• Support the implementation and updating of the above plan and results framework of the two project as required.
• Work closely with the M & E, Health Information departments in MoHCC on HSDSP and ZCERP M&E activities
• Support regular review, analysis of project related data based on the results framework of each project and inform Cordaid and MoHCC on gaps/issues for project improvement
• Support Cordaid and MoHCC to monitor project activities through compiling monthly, quarterly and biannual reports, process monitoring, program data audit, midterm reviews, qualitative monitoring and documentation of lessons learned.
• Support MoHCC in the development and/ or revision of data collection and reporting systems and tools.
• Support in preparing data sets for regular monthly, quarterly and bi-annual project reporting.
• Develop and manage an electronic database/tracker to ensure up to date and accurate information on project activities
• Support M&E related capacity-building to Cordaid and MoHCC through trainings and workshops.
Selection Criteria
The Monitoring and Evaluation Specialist shall be selected based on the Individual Consultant selection method of the World Bank’s regulations. Main criteria for the selection will be relevant work experience and qualifications.
Required Qualifications, Experience and Skills
• BSc degree in monitoring and evaluation or statistics or mathematics or any other related field. Master’s degree in public health, monitoring and evaluation or demography, statistics, or related field will be an added advantage.
• Minimum seven years of work experience on monitoring and evaluation in the health sector either within MoHCC and/or International NGO setting is required
• Familiarity with district health management information systems (DHIS2), monitoring and evaluation tools related to the health sector is required
• A working knowledge of MOHCC M&E systems is required
• Experience on developing M&E framework is an added advantage.
• M&E experience in RMNCAH and COVID-19 programs would be an added advantage.
• Experience on RBF would be an added advantage.
• Excellent leadership, technical competence and professional skills for timely implementation, coordination, and management of activities.
• Proven ability to effectively coordinate activities involving multiple disciplines and organizational units, as well as to maintain high service standards under pressure, and meet deadlines.
• Full English fluency, including report-writing skills.
• Demonstrated proficiency in the following statistical package(s): Excel, STATA, SPSS and Epi Info
• Computer literacy.

Cordaid shall provide following facilities to consultant during her/his tenure of services :

• Photocopying, printing, and scanning facilities
• Transport and accommodation for field assignments
Duration of Service
The Monitoring and Evaluation Specialist will be required during the whole duration of the project, i.e., April 30, 2023. Annual contracts will be given for the duration of the projects depending on performance and available project funding. This is a full-time position.
